Architectural Application Checklist
Clover Hill I

These standards have been extracted from the actual Clover Hill covenant documents, featuring key points, and are consistent with previous approvals of the past 30 years. Refer to your full covenant documents for specific requirements and restrictions.

  1. General:
    • 1.a Date when received
    • 1.b Diagram, drawing, brochure or photograph of proposed item should be provided. Front and side views are always very helpful
    • 1.c Location described or site plan/house location survey provided

  2. Recreational Vehicles such as boats, trailers, etc. are allowed on the property with current license or registration. They do not have to be stored in a garage or out of public view. They do not have to be in an approved screened recreational vehicle parking area.


  3. Fencing:
    • 1.a Covenants currently state 42 inches but Frederick County requires 48 inches around a swimming pool. We have approved 48-inch fence height like the other Clover Hill communities.
    • 1.b Fence material is to be wood or “PVC” material. Chain link fences are permitted. If applicable, “beauty” side of fence is to face street. If any wire is to be used, it must be installed inside of fence.
    • 1.c Any style is permitted except no “dip” style fences around in-ground swimming pools because Frederick County requires a fence height of 48 inches. If the “dip” is 48 inches, that would cause the rest of the fence to be above that height and that is not allowed.
    • 1.d Privacy fence can be no more than 7 feet high (for example, a 6-foot board-on-board fence with a 1-foot lattice or “X” pattern) around a patio or landscape garden area. Approvals have been granted to extend some from sides of the house.
    • 1.e Corner lots–Fence must stop at the building restriction line on the side yard where the street is located.
    • 1.f It is preferred that fencing be installed at the rear corners of the home.
    • 1.g Finish–wood can be left to weather naturally, be painted to match the trim on the house or clear coated.
    • 1.h The entire back yard does not have to be fenced; a smaller portion of the yard can be fenced.
    • 1.i Two areas of the yard can be fenced. For example, an area immediately surrounding a swimming pool and the fencing around the yard itself. It is preferred that the style of fencing be the same for both areas but the two can be different styles.
    • 1.j On rare occasion, a homeowner may not want to connect to the neighbor’s fence or use the same style. Fencing can be approved around the entire back yard where there is an existing neighbor’s fence and result in two fences side by side along the same property line.

  4. Deck/Screened-In Porch:
    • 1.a Railing style may vary–usually is 2-inch-by-2-inch picket, or sunburst, etc.
    • 1.b Railing height is usually 36 inches or 42 inches
    • 1.c If there is a roof cover of any kind or screened-in porch, the homeowner needs to provide detailed drawings/photographs and specifications. All materials, such as shingles, gables, overhangs, etc. are to match the existing home.
    • 1.d Materials are usually pressure-treated lumber or Trex flooring can be used.
    • 1.e Finish–Wood can be left to weather naturally, painted, stained or clear-coated.
    • 1.f Deck is to be installed on the rear of the home.

  5. Storage Shed:
    • 1.a Maximum size is 12 feet by 18 feet. A county building permit is required for some larger sheds.
    • 1.b Materials are to be wood, siding, brick (no metal) and is to have the same roof materials as the house and exterior colors are to match the existing house. Siding or brick are also to match house. Maximum height of the structure is to be 14 feet measured from the ground.
    • 1.c Location is always along the rear of the property line, not up close to the house. Corner lots should have shed located in the rear corner farthest from the street. Sheds cannot be installed past the side yard building restriction line on the street side). The back or side of the shed should be no more than 10 feet from the rear property line. Occasionally, there is a severe grade condition and in this situation the shed is to be installed as far back in the yard toward the rear property line as possible.
    • 1.d Single or double doors are preferred. Storage sheds with garage doors have been approved.

  6. Storm Doors:
    • 2.a Full-view style preferred (mostly glass)
    • 2.b Color to match front door, trim or siding.

  7. Swimming Pools:
    • 3.a No above-ground pools are allowed.
    • 3.b In-ground pools are to have decking flush to the ground. Any above ground structures such as hot tub area, diving boards or sliding boards should be noted.
    • 3.c Pools are to be installed in the back yard, not the side yard.
    • 3.d To date, there has been no restriction on the size of in-ground pools.

  8. Room Additions:
    • 4.a All exterior materials are to match the existing home in size, type, color, style and texture as well as roof pitch, eaves and overhangs. Gable and hip style roofs have been approved. Foundations are to match the existing home.

  9. Patios:
    • 5.a Location is in the back yard.
    • 5.b Usually installed flush to the ground.
    • 5.c Materials can be brick to match existing home, concrete, flagstone or similar material.

  10. Satellite Dishes:
    • 6.a Size can be 18 inches to 36 inches in diameter.
    • 6.b Color–If possible, paint to match roof shingles brick or siding on the house.
    • 6.c Location–Rear of the house; side of the house but to the rear and screened with shrubs; mounted on the roof on the back of the house; mounted under the gable on the rear of the house. If installed on the ground, landscape screening is to be installed.
    • 6.d Satellite dish should not be visible from the front of the house.
